Special Abilities: The sword at any regular time is just the Hilt of a sword. However, when wanted, the waterbender wielding it can bend water to the hilt and freeze it, making an ice blade that, if the user wants, causes ice to spread from a point it touches or act like a normal sword.
Origin/History: My character Kuma made the sword himself. His friend was a blacksmith, and he taught Kuma how to make the hilt, and Kuma did the rest. He always makes sure he was water with him to make the blade out of.

Freezing anything it touches is a bit broad. Perhaps the user can choose to spread the ice from the sword, upon contact, rather than just instant freeze, since it's the user's own ice that makes up the blade?
